Application Guideline for Shanghai Government Scholarships
In order to serve Shanghai's ambition to become a globally influential hub for scientific and technological innovation, further promote international cooperation and exchanges in education, and attract outstanding students and scholars from around the world to study and conduct research in Shanghai, the Shanghai Municipal People's Government established the Shanghai Government Scholarship for Foreign Students (hereinafter referred to as the "Scholarship") in 2006 to support outstanding foreign students studying in Shanghai.
I. Scholarship Categories and Coverage
The Shanghai Government Scholarship for Foreign Students is divided into A and B categories.
- Category A (Full Scholarship): Covers tuition, accommodation, living expenses, and comprehensive medical insurance for the corresponding duration of study. Applicable to undergraduate, master's, doctoral, and undergraduate preparatory studies.
- Category B (Partial Scholarship): Covers tuition and comprehensive medical insurance for the corresponding duration of study. Applicable to undergraduate, master's, and doctoral studies.
Please refer to Annex 1 for specific funding standards.
II. Eligibility Criteria
- Applicants must be of foreign nationality and in good health.
- Educational background and age requirements:
- Applicants for undergraduate studies must have graduated from high school and be under 25 years old.
- Applicants for master's degree studies must hold a bachelor's degree and be under 35 years old.
- Applicants for doctoral degree studies must hold a master's degree, possess a certain academic level, and be under 40 years old.
- Applicants for undergraduate preparatory studies should have a high school diploma or higher, obtain a pre-admission letter from a university, and be under 23 years old.
- Excellent academic performance.
- Meet the required language proficiency:
- Applicants' proficiency in Chinese language (HSK) should be at least Level 4 (a certificate of the HSK level is required). Additionally, applicants should meet the language requirements specified by the university and program applying to them.
- Meet the specific requirements for applying to the university and program.
- Not simultaneously hold any other types of Chinese government scholarship.
III. Application Procedure
Applicants may apply directly to the university based on the information published on the university's admission website. Refer to Annex 2 for the list of universities accepting scholarship applications.
IV. Routine Management
Upon receiving the scholarship, the university will guide students through visa application, enrollment, and registration procedures. Scholarship recipients will generally be arranged to stay in university dormitories during their first year.
Scholarship recipients are required to participate in the annual scholarship evaluation. Each receiving university will comprehensively assess the academic yearly performance, learning attitude, attendance, behaviour, and disciplinary record of scholarship recipients and report to the Shanghai Municipal Education Commission.
Recipients who pass the evaluation will receive the scholarship for the following academic year; those who fail may have their scholarship suspended or cancelled.
The Shanghai Municipal Education Commission and universities will organise various educational activities themed "Understanding China" and "Studying in Shanghai" each academic year for international students, especially scholarship recipients, to experience China and understand Shanghai.
